Council Elections 2017

Nomination period 14 July - 11 August 2017

Introduction

The current Council membership with their terms of office and re-election dates is shown in here (PDF 162KB).  Council Members are usually elected for an initial term of three years which is renewable twice unless the current Member is stepping down early in which case his or her successor take up office for the remainder of their predecessor's term.  

2017 Council Elections

There will be ten Council Member vacancies at the end of 2017 which will be filled with elections taking place in the summer of 2017. New Members will take up office on 1 January 2018. Each term is for three years unless otherwise stated. Elections will take place in the following Regions:

  • Canada - one seat
  • Caribbean & Latin America - one seat
  • Continental Europe (ex. Switzerland) - one seat
  • England & Wales (East) - one seat (plus one Non-Council Member on the Regional Committee)
  • England & Wales (London Central) - one seat (plus one Non-Council Member on the Regional Committee)
  • England & Wales (North West) - one seat (plus one Non-Council Member on the Regional Committee)
  • England & Wales (South) - one seat (plus one Non-Council Member on the Regional Committee)
  • Singapore & Malaysia – one seat
  • Swiss & Liechtenstein Federation - one seat
  • USA - one seat

The vacancies will be filled in accordance with the following timetable:

  • Worldwide secretariat sends election notice to all TEPs: 14 July
  • Nomination period opens: 14 July
  • Deadline for receipt of nominations: 11 August
  • In the event of a contest, ballot papers distributed: 16 August
  • Voting period ends: 25 August
  • Votes counted and confirmed by Returning Officer: 30 August
  • Results announced on STEP website: 4 September

The Standing Orders provide that “all elections of Council members shall be conducted in accordance with the STEP Election Code”.  The Election Code itself recognises a standard election procedure is not established in STEP and that the principles in the Code should be read as guidelines only.  

The variations in election rules and procedures, which have been approved by Council, in the Regions holding elections this year are detailed in this website. 

How to apply

All candidates must meet the following minimum eligibility criteria:

  • be a current Full Member of STEP;
  • be fully up to date with subscription payments due;
  • not have previously served on Council for three consecutive terms of office unless a period of two years has since elapsed;
  • not have previously served as Chair of STEP Council;
  • not be an employee of STEP;
  • be prepared to declare his or her ability and willingness, if elected, to fulfil the role and commitments as set out in the Council Member Role Description (PDF 113KB); and
  • adhere to all STEP policies.

Candidates must complete a Nomination Form and a statement of suitability of no more than 300 words. Nomination Forms for each Region are available in the Region tabs below where you will also find further details about the application process for each Region. 

You may nominate yourself or another eligible candidate who you feel may be suitable as a Council Member.  Please refer to the Council Member Role Description (PDF 113KB).

How to vote in elections

If there is more than one eligible nominee per vacancy in a Region, an election will be held. If there is to be an election, we will send the eligible voters in the Region an electronic voting email with instructions about how to vote on 16 August.

All voters in Council Member elections must be current Full Members of STEP.

Candidates who are eligible to vote may vote for themselves.

Please refer to the Region tabs below for any additional Region-specific eligibility criteria for voters.  

Voting will close at 6pm (GMT+1) on Friday 25 August 2017.

Returning Officer

The Returning Officer for these elections is the Electoral Reform Services.

Declaration of results

Results of all elections will be communicated to the candidates and then publicly announced and published on the STEP website on Friday 1 September 2017.

Elections by Region

Canada

The STEP Canada Region is governed by STEP Canada which has its own Board of Directors.

The Region has three Council Members - Nancy Golding, Kathleen Cunningham and William Fowlis. Kathleen Cunningham's term of office expires at the end of 2017. 

Vacancy

There will be one vacancy for a Council Member to represent Canada for three years from 1 January 2018. 

Who can stand for election?

All eligible Full members from Canada can stand for election.

Who can vote in an election?

All eligible Full members from Canada can vote in the election.

Process

As in previous years, the Canadian Secretariat will run the election for this seat.

Caribbean & Latin America

The STEP Caribbean & Latin America Region is made up of the following 16 branches:

The Regional Committee is comprised of one Representative and one Alternate from each Branch.

Caribbean & Latin America has three Council Member seats currently held by Dayra Berbey de Rojas (Panama), Alan Milgate (Cayman Islands) and Roland Jones (Barbados).

The seat held by Alan Milgate is due to expire on 31 December 2017.

Vacancies

There will be one vacancy for a Council Member to represent the Caribbean & Latin America Region from 1 January 2018 for three years. 

Who can stand for election?

Nominees for either vacancy in the Caribbean & Latin America must:

  • be a Representative or Alternate on the Regional Committee or be a retiring Council member;
  • in 2017 not be from Panama or Barbados;
  • be a current Full Member of STEP;
  • be fully up to date with subscription payments due;
  • not having previously served on Council for three consecutive terms of office unless a period of two years has since elapsed;
  • not have previously served as Chair of STEP;
  • not be, or have been, a paid employee of STEP; and
  • be prepared to declare his or her ability and willingness, if elected, to fulfil the role and commitments as set out in the Council Member Role Description (PDF 113KB); and
  • adhere to all STEP policies.

Who can vote in elections?

In the event of a contest all eligible candidates will be submitted for election.

An Electoral College of all Representatives (but not Alternates) from the Regional Committee can vote in the election.

The STEP Worldwide secretariat will send ballot papers and an electronic voting email to all eligible voters who will vote by secret electronic ballot.

Each voter in the Caribbean & Latin America Region has a number of votes equal to the number of vacancies: in 2017, each voter has two votes as there are two Council Member vacancies.  However, no voter can cast more than one vote for a single candidate. 

Weighted voting applies in the Region so that each vote of Regional Committee Representatives of Branches with less than 100 members shall be worth one and each vote of Regional Committee Representatives of Branches with 100 or more members shall be worth two. This is illustrated in the following table:

Who can stand for election?

A nominee for the Continental Europe Region must: 

  • be a current Full Member of STEP;
  • be fully up to date with subscription payments due;
  • belong to a Branch within Continental Europe;
  • not have previously served on Council for three consecutive terms of office unless a period of two years has since elapsed;
  • not have previously served as Chair of STEP;
  • not be an employee of STEP;
  • be prepared to declare his or her ability and willingness, if elected, to fulfil the role and commitments as set out in the Council Member Role Description (PDF 113KB); and
  • adhere to all STEP policies.

The closing date for voting is 6pm (GMT+1) on Friday 25 August 2017.

The candidate who receives the most votes will be elected to the vacancy.

England & Wales (East)

England & Wales (East) is an electoral constituency composed of the following Branches:

There will be one vacancy for a Council Member and one vacancy for a Non-Council Member Representative on the Regional Committee from England & Wales (East) for three years from 1 January 2018.

All nominees for either position representing England & Wales (East) must:

  • belong to one of the Branches in the constituency (see above);
  • be a current Full Member of STEP;
  • be fully up to date with subscription payments due;
  • not be an employee of STEP; and
  • adhere to all STEP policies;

Council Member

In addition to the general eligibility criteria, candidates for the Council Member vacancy must:

  • not have previously served as a Council Member for three consecutive terms of office unless a period of at least two years has since elapsed;

There will be one vacancy for a Council Member to represent Singapore & Malaysia for three years from 1 January 2018.

A nominee for the Singapore & Malaysia Region seat must:

  • be a Branch Committee Member from either STEP Singapore or STEP Malaysia;
  • be a current Full Member of STEP;
  • be fully up to date with subscription payments due;
  • not have previously served on Council for three consecutive terms of office unless a period of two years has since elapsed;
  • not have previously served as Chair of STEP;
  • not be an employee of STEP;

  • STEP Lugano
  • STEP Lucerne/Zug

There are two Council Members representing Swiss & Liechtenstein Federation. The current Council Members are Sebastien Moerman and Philippe Pulfer. Sebastien Moerman's term of office expires at the end of 2017.

Vacancy

There will be one vacancy for a Council Member to represent Swiss & Liechtenstein Federation for three years from 1 January 2018.

Who can stand?

A nominee for the Swiss & Liechtenstein Federation Council Member seat must:

  • be either a Full Member of one of the Branches within the Swiss & Liechtenstein Federation or be a Member of the Swiss & Liechtenstein Federation Committee;
  • be a current Full Member of STEP;
  • be fully up to date with subscription payments due;
  • not have previously served on Council for three consecutive terms of office unless a period of two years has since elapsed;
  • not have previously served as Chair of STEP;
  • not be an employee of STEP;

There are two Council Members representing the USA.

The current Council Members are Babetta von Albertini and Stan Barg.

Stan Barg's term of office expires at the end of 2017.

Vacancy

There will be one vacancy for a Council Member to represent the USA for three years from 1 January 2018. 

Who can stand for election?

A nominee for the USA Regions must: 

  • be a current Full Member of STEP;
  • be fully up to date with subscription payments due;
  • belong to a Branch within the USA;
  • not have previously served on Council for three consecutive terms of office unless a period of two years has since elapsed;
  • not have previously served as Chair of STEP;
  • not be an employee of STEP;
  • be prepared to declare his or her ability and willingness, if elected, to fulfil the role and commitments as set out in the Council Member Role Description (PDF 113KB); and
  • adhere to all STEP policies.

Any candidate from the USA wishing to stand for Council Member election must have their nomination form signed by five Full Members of STEP from the USA. No individual may endorse more than one candidate.

Candidates must also supply an election statement of no more than 300 words setting out how they meet the requirements of the role.

The deadline for receipt of nominations is 5pm (GMT+1) on Friday 11 August 2017.

Who can vote?

If more than one nomination is received, a contested election will take place. All eligible nominees will be submitted for election.

All Full Members of STEP in the USA can vote in the election. 

Voters have a single vote which is cast by secret electronic ballot. Voters will be sent an email by the Worldwide Secretariat and be asked to click on their preferred candidate’s name. Votes are collected and stored on the STEP database.

The closing date for voting is 6pm (GMT+1) on Friday 25 August 2017.

The candidate who receives the most votes will be elected to the vacancy.
